Meet the Commissioners

Lillian Almodóvar, retired from the US Army Corps of Engineers (Corps) in 2013 after a long career (1972-2013) in water resources planning and development. Her last appointment with the Corps was as Senior Manager/Deputy Director of the Institute for Water Resources (2005-2013). She managed the Institute's programs (over $150 million annual program), provided direction and oversight and monitored the execution of the centers and projects. She provided technical advice and support to numerous interdisciplinary teams dealing with complex issues related to water resources planning and development, including the development of contemporary planning procedures, strategic plans, budgetary criteria and metrics, analytical models, evaluation methodologies and decision making rules and tools, among others. For the last 20 years, she managed the Transportation Systems Program of the Corps to develop innovative tools and methodologies for the analysis of deep draft navigation studies. The program also provides technical support to the Corps districts on the development of complex navigation studies. She was actively involved in managing the Savannah Harbor Study, getting it back on track when it encountered serious difficulties and ensuring the delivery of a high quality product in accordance with current guidance and acceptable to all parties involved. Also, she provided direction for the development of a national model for deep draft navigation analysis (Harbor Sym). During the last 3 years at the Institute, she was the PIANC liaison for Latin America developing a marketing model tailored to the country needs that is being used at the international level by PIANC Headquarters. Currently, she is working on an Action Plan for Latin America with the input and support of countries in the region.

Ms. Almodóvar is a native of Puerto Rico. She received a B.A. in Economics and a M.A. in Planning from the University of Puerto Rico at San Juan, Puerto Rico. She is also a graduate of the Department of Defense Executive Leadership Development Program and the Certificate Program in Technical Entrepreneurship in the Federal Government from George Mason University at Virginia.
