PIANC USA Welcomes New President Major General Donald E. (Ed) Jackson Jr.

ALEXANDRIA, VIRGINIA. PIANC USA welcomes Major General Donald E. (Ed) Jackson, Jr. as the newest president of its U.S. National Commission. MG Jackson is the incoming Deputy Commanding General for Civil and Emergency Operations (DCG-CEO). From January 15, 2015 he served as the Deputy Commanding General for Military and International Operations, Headquarters, U.S. Army Corps of Engineers in Washington, DC.

Major General Jackson received his commission as an Engineer officer from Clemson University in 1986. He holds a Bachelor of Science degree in Building Science and Management from Clemson University, a Master of Business Administration from Webster University, and a Master of Strategic Studies from the U.S. Army War College. His military education includes the Engineer Officer Basic and Advanced Courses, Combined Arms Services and Staff School, Command and General Staff College, the U.S. Army War College, Sapper Leader Course, and Airborne, Air Assault, and Ranger School. He is a Registered Professional Engineer in the Commonwealth of Virginia.

His awards and decorations include the Defense Superior Service Medal, Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, the Army Commendation Medal with Valor Device, the Army Achievement Medal, the Military Outstanding Volunteer Service Medal, the Presidential Unit Citation, the Joint Meritorious Unit Award, the Army Superior Unit Award, the Silver Order of the de Fleury Medal, the German Armed Forces Efficiency Badge-Gold, Parachutist Badge, Air Assault Badge, Army Staff Identification Badge, Ranger Tab, Sapper Tab, and the Combat Action Badge.

The PIANC United States National Commission is comprised of 11 members, including 3 ex-officio: the Honorable Jo-Ellen Darcy, Assistant Secretary of the Army (Civil Works), the USACE Deputy Commanding General for Civil and Emergency Operations (MG Jackson), and the Secretary, Anne Cann, who is an employee of the USACE Institute for Water Resources (IWR). The other members include eight appointed Commissioners. Current appointed Commissioners are: Nicholas Pansic, P.E.; Craig Philip, Ph.D; Helen Brohl; Edward Schmeltz, P.E. D.CE, D.OE, D.PE, D.NE, FASCE; James McCarville; Michael Leone; Jessica McIntyre, P.E.; and James Marino, P.E., D.CE.

The responsibilities of the U.S. National Commission are to manage the activities of PIANC USA in such a manner as will best advance the purposes of United States maritime and inland waterway interests and to promote the objectives of the U.S. Section PIANC in the United States. Commissioners also serve as delegates to the Annual General Assembly; actively support PIANC; promote membership; assist with technical meetings and conferences; and provide direction to PIANC USA in accomplishing its mission.
