Former Director of Navigation Policy and Legislation, American Association of Port Authorities (AAPA)
Mr. Walker retired from AAPA in June 2022. During his 9.5 years at AAPA he addressed waterside infrastructure issues through Federal agency-level policy discussions as well as Congressional legislation. His principal focus was getting full use of Harbor Maintenance Trust fund revenues and other process improvements in Water Resources Development Act legislation. He served as staff liaison to AAPA’s Harbors and Navigation Committee and the Quality Partnership Initiative with the U.S. Army Corps of Engineers (Corps). His efforts led to significant improvements for the Nation to plan, construct and maintain 21st century maritime infrastructure for safe and efficient freight movement.
Mr. Walker’s experience includes a 36-year career with the Corps in navigation support, culminating with six years at Corps Headquarters leading its navigation program. His major accomplishments included development of a Navigation Strategic Vision, an Inland Navigation Capital Investment Plan and formal partnering with the Dredging Contractors of America.
